From 20-21 November 2024, the ESE Association, in cooperation with the Ministry of Internal Affairs organized training for police inspectors and uniformed police officers to improve their knowledge and skills in handling domestic violence cases. The training was organized within the framework of the project “Enhancing Access to Justice for Women Who Have Suffered Domestic Violence”, which ESE is implementing with financial support from the Kvinna till Kvinna Foundation from Sweden. A total of 24 nominated law enforcement officers participated in the training, i.e. three police officers from each of the Interior Departments from Skopje, Veles, Kumanovo, Shtip, Strumica, Tetovo, Bitola and Ohrid.

The trainers were persons who have been directly involved in the establishment of the formal legal system for protection against domestic violence in the last 20 years, practitioners with extensive experience in dealing with cases of this type and developing and implementing programs for the education of practitioners from the competent institutions and the judiciary: Katina Pavlovska, clinical psychologist, Cena Chalovska, former advisor at the Ministry of Interior, Stojan Mihov, former criminal judge at the Basic Court.

As a result of the training, the police representatives improved their knowledge and skills in dealing with cases of domestic violence, i.e. the training contributed to:

  1. improved understanding of the nature, characteristics and dynamics of domestic violence, which is important for increasing the sensitivity of the police to recognize and appropriately act in accordance with the complexity and specificity of domestic violence cases;
  2. effective implementation of the legal powers of the police in relation to risk assessment, emergency and temporary protection measures, i.e. effective prevention of violence and ensuring the safety of the victim and her loved ones;
  3. effective investigation and prosecution of crimes resulting from domestic violence – recognition and adequate documentation of specific crimes related to physical, psychological, economic and sexual violence.

Based on the evaluation of the training, in the first half of 2025, ESE will organize a second consecutive training for the same group of police officers in order to deepen the acquired knowledge and skills.
