The civil organizations ESE, CDRIM, LIL and KHAM request the Government of RM and the Ministry of health to accept the proposed measures for increased scope of immunization of children in Roma communities

In 2012, these civil organizations conducted a monitoring on the implementation of specific activities to increase the coverage of children from Roma communities with preventive health services (vaccination, home visits and health education) which are specified in the program for active health care for mothers and children in 8 municipalities[1] and 15 populated places in RM.

The key changes in the amount of funding aimed for Roma people were made in 2012. Namely, in 2012, total of 390.000,00 MKD were allocated, which is 85% less than the funding for Roma foreseen in the budget rebalance in 2011. The situation remains unchanged also in 2013.

The results from the conducted monitoring indicate the following:

The Government of RM and the Ministry of health in 2011 allocated a total of 2.868.600,00 MKD for the Program, i.e. for activities to overcome the problems regarding the preventive health care of Roma or 14% from the total budget of this Program. Nine months after the adoption of the Program, the Ministry of health reduced the funding aimed for Roma for 10%, and by the end of the same year spent only 40% of these funds. There are no available data about the spending or reallocation of the unspent funds.

The Association for emancipation, solidarity and equality of women in R.Macedonia (ESE); Centre for democratic development and initiatives – CDRIM and the Association of education workers and for protection of women’s and children’s rights  and NGO KHAM, supported by the Foundation Open Society Institute - Macedonia, on 07 November 2013  (Thursday) at the Journalist’s club at 11:00 hrs will organize a press conference in order to present the findings from the conducted monitoring on the implementation of specific activities for the Roma community from the Program for active health care of mothers and children of the Ministry of health of RM in the following municipalities: Suto Orizari, Gjorce Petrov, Saraj, Karpos, Delcevo, Vinica, Pehcevo and Prilep. The results from the analysis of the budget realization of the program will be also presented at the press conference.

ESE celebrate the International “Right to know” day, 28th of September

 

ESE together with 55 civil organizations from around the world, members of the Global movement for budget transparency, accountability and participation (BTAP), participate in the international campaign aimed for raising the awareness of the governments for the need of increasing the transparency of the budget process (budget revenues and expenditures), as well as the need for increasing the citizens participation in the budget process.
