Improving the capacities of the police in dealing with cases of domestic violence

During the period of November 29th and 30th, 2023, ESE organized the second consecutive training for police inspectors and uniformed police officers dealing with cases of domestic violence. The training was delivered by practitioners with years of experience in domestic violence and institutional procedures, including Cena Chalovska, former advisor for prevention at the Ministry of Interior, and Stojan Mihov, former criminal judge from the basic court. Twenty representatives from the uniformed police and police inspectors from seven Internal Affairs Sectors (IAS) attended the training: Bitola, Tetovo, Kumanovo, Ohrid, Strumica, Shtip, and Veles.

Interactivity was one of the most significant aspects of the training, including discussions and exchange of experiences among police officers who outlined the challenges they face in various aspects of handling cases of domestic violence, as well as practical advice from trainers on overcoming these challenges. The focus was on implementing police duties after reporting domestic violence, including communication with the victim, conducting risk assessments, and taking measures to protect women and their families, including the implementation of emergency and interim protection measures. Special attention was also given to police procedures within the criminal proceedings, including recognizing specific criminal offenses related to psychological violence, securing evidence, and appropriately classifying cases as criminal offenses to reduce the number of complaints as a result of domestic violence. Police inspectors and uniformed officers worked on practical case studies related to psychological and sexual violence to apply the knowledge and skills they acquired.

The evaluation of the training showed that police officers were highly satisfied with the content, achieved results, and the trainers' engagement, indicating that the training contributed to increasing their knowledge and skills in dealing with domestic violence cases.
