In the recently published World Justice Project Rule of Law Index 2024, North Macedonia received a score of 0.47 in Constraints on Government Powers, ranking 5th in the region and 94th globally. This category evaluates the checks and balances on government actions by the legislature, judiciary, and other institutions. Here are some key findings:

1. Legislative Limits: North Macedonia scored 52, reflecting a moderate capacity for the legislature to check government powers. Although parliamentary oversight mechanisms exist, challenges remain in enforcing accountability consistently across all branches of government.

2. Judicial Independence: With a score of 56 for independent auditing, the judiciary demonstrates some ability to act as a check on executive authority. However, resource limitations and potential political influence continue to pose obstacles to full judicial independence.

3. Lawful Transition of Power: A score of 54 indicates that North Macedonia upholds constitutional processes for leadership transitions. However, political pressures can sometimes affect the robustness of these processes, and there is room for further strengthening adherence to constitutional procedures.

Summary:

North Macedonia’s Constraints on Government Powers show a partially effective system of checks and balances. While there is some independence for both the judiciary and the legislature, improvements in oversight—especially through more independent judicial review and non-governmental checks—would further strengthen accountability and ensure fair governance.
